A top New Orleans police officer said that National Guard troops sat around playing cards while people died in the stricken city after Hurricane Katrina.
Storm Survivors Told To Expose Themselves
500 Florida airboat pilots have volunteered to rescue Hurricane Katrina victims, transport relief workers and ferry supplies. But they aren’t being allowed in. And they’re growing frustrated.
A group of approximately 1,000 citizens pulling 500 boats left the Acadiana Mall in Lafayette this morning (Weds.) and headed to New Orleans with a police escort from the Jefferson Parish Sheriff’s Department. The "flotillia" of trucks pulling boats stretched over five miles. This citizen rescue group was organized by La. State Senator, Gautreaux from Vermilion Parish. The group was comprised of experienced boaters, licensed fishermen and hunters, people who have spent their entire adult life and teenage years on the waterways of Louisiana.
Authorities are avoiding airdropping provisions into New Orleans - the traditional way of supplying disaster victims - out of fear of sparking riots, a state official said.
Homeland Security won’t let Red Cross deliver food
"The Homeland Security Department has requested and continues to request that the American Red Cross not come back into New Orleans," said Renita Hosler, spokeswoman for the Red Cross.
Planes are ready to load with food and medical supplies and a system called "DART" which can provide fresh water and medical supplies is standing by. Department of Homeland Security as well as other U.S. agencies were contacted by the Canadian government requesting permission to provide help. Despite this contact, Canada has not been allowed to fly supplies and personnel to the areas hit by Katrina.

We had the USS Baton sailing almost behind the hurricane so that after the hurricane made landfall it’s search and rescue helicopters would be available almost immediately. So we had things ready. The only caveat is, we have to wait until the President authorizes us to do so. The laws of the United States say that the military can’t just act in this fashion, we have to wait for the President to give us permission.

But today the Bataan’s hospital facilities, including six operating rooms and beds for 600 patients, are empty. A good share of its 1,200 sailors could also go ashore to help with the relief effort, but they haven’t been asked. The Bataan has been in the stricken region the longest of any military unit, but federal authorities have yet to fully utilize the ship.
Daley ’shocked’ as feds reject aid
A visibly angry Mayor Daley said the city had offered emergency, medical and technical help to the federal government as early as Sunday to assist people in the areas stricken by Hurricane Katrina, but as of Friday, the only things the feds said they wanted was a single tank truck.

Twenty-two Loudoun County sheriff’s deputies and six medical personnel who left Thursday for the New Orleans area returned home early yesterday because of poor communication between officials in Louisiana and Virginia that left the team without required approvals.

New Mexico Gov. Bill Richardson offered Louisiana Gov. Kathleen Blanco help from his state’s National Guard last Sunday, the day before Hurricane Katrina hit Louisiana. Blanco accepted, but paperwork needed to get the troops en route didn’t come from Washington until late Thursday.

In a nationally televised interview Thursday night, he said his agency hadn’t known until that day that thousands of storm victims were stranded at the Ernest N. Morial Convention Center. He gave another nationally televised interview the next morning and said, "We’ve provided food to the people at the Convention Center so that they’ve gotten at least one, if not two meals, every single day." Lies don’t get more bald-faced than that, Mr. President.

In January 2005, U.S. Rep. Robert Wexler publically urged President Bush to fire Brown, citing reports that FEMA disbursed $30 million in disaster relief funds for Hurricane Frances to residents of Miami, Florida, a city which was not affected by the hurricane. Brown admitted to $12 million in overpayments, but denied any serious mistakes, blaming a computer glitch. Wexler repeated his call in April to Homeland Security Secretary Michael Chertoff, citing new reports that FEMA sent inspectors with criminal records of robbery and embezzlement to do damage assessments.

But the skimping has worsened since President Bush’s election, particularly after September 11. Federal spending on flood control in south-east Louisiana has been cut by almost half since 2001, from $69 million per year to $36.5 million. Funds for work at Lake Pontchartrain, the source of the flooding, have fallen by nearly two-thirds over three years, from $14.25 million to $5.7 million. As a result, work on New Orleans’ east bank hurricane levees stopped last summer for the first time in 37 years.
For 12 years the Justice Center in New Orleans campaigned for poor inmates facing the death penalty. Now it has been completely destroyed by Hurricane Katrina. Clive Stafford Smith, the human rights lawyer who founded it, says hope is also lost for scores of its clients
And how many have died? Will they ever say?
Blanco said rescuers were unable to get to people stranded, but safe, in one tall building because so many other people were "calling to them and jumping from rooftops" into the water to be rescued first.
Things were so bad, Nagin said, that rescue boats are bypassing the dead.
"We're not even dealing with dead bodies," Nagin said. "They're just pushing them on the side."
Halliburton gets Katrina contract, hires former FEMA director

WASHINGTON, Sept. 1 (HalliburtonWatch.org) -- The US Navy asked Halliburton to repair naval facilities damaged by Hurricane Katrina, the Houston Chronicle reported today. The work was assigned to Halliburton's KBR subsidiary under the Navy's $500 million CONCAP contract awarded to KBR in 2001 and renewed in 2004. The repairs will take place in Louisiana and Mississippi.
KBR has not been asked to repair the levees destroyed in New Orleans which became the primary cause of most of the damage.
Since 1989, governments worldwide have awarded $3 billion in contracts to KBR's Government and Infrastructure Division to clean up damage caused by natural and man-made disasters.
Earlier this year, the Navy awarded $350 million in contracts to KBR and three other companies to repair naval facilities in northwest Florida damaged by Hurricane Ivan, which struck in September 2004. The ongoing repair work involves aircraft support facilities, medium industrial buildings, marine construction, mechanical and electrical improvements, civil construction, and family housing renovation.
In March, the former director of the Federal Emergency Management Agency (FEMA), which is tasked with responding to hurricane disasters, became a lobbyist for KBR. Joe Allbaugh was director of FEMA during the first two years of the Bush administration.
Today, FEMA is widely criticized for its slow response to the victims of Hurricane Katrina.
Allbaugh managed Bush's campaign for Texas governor in 1994, served as Gov. Bush's chief of staff and was the national campaign manager for the Bush campaign in 2000. Along with Karen Hughes and Karl Rove, Allbaugh was one of Bush's closest advisers.
"This is a perfect example of someone cashing in on a cozy political relationship," said Scott Amey, general counsel at the Project on Government Oversight, a Washington watchdog group. "Allbaugh's former placement as a senior government official and his new lobbying position with KBR strengthens the company's already tight ties to the administration, and I hope that contractor accountability is not lost as a result."
WHATS WRONG WITH THIS PICTURE?
This shows the extreme size of the Katrina Hurricane. Its two thirds the size of Central America! The power it generated came from the unblocked, unchecked solar winds. Storms like this are found on Jupiter, a very large planet is 11 times larger than the Earth with a much rarer atmosphere. Looking down from space you can see this is no ordinary Hurricane.

HAARP is short for High Frequency Active Auroral Research Program. Basically what they tell you on their site is that "HAARP is a scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes."
But it has been documented that HAARP sends billions of watts in the 2.8-8.2 MHz range into the ionosphere, which isn't healthy for the ionosphere and can create "holes" per say in the sky. It also creates artificial auroras, and has been rumoured to be able to control the weather.
And here is HAARP's magnetometer chart for a weeks period from Aug 21-28. Notice how there is a big spike between Aug 24 and Aug 25. This spike occurred right before Katrina made landfall in Florida.
Now look at how Katrina took a 90 degree turn west off of Miami.

Hurricane Katrina was created due to the following conditions. Weather is created in a region above the earth's lower atmosphere in an area called the Troposphere. It is a region arising from the Earth's surface terminating 11 miles above us. This zone of creation is buffered against the powerful upheavaling energies of the sun by an area called the Tropopause.Within the Tropopause, the atmospheric pressure is 90% less than that of sea level, allowing air to rise and fall creating jet streams, and hurricanes, (jet streams diverted into a circular motion). This action is called by Meteorologists the Eliassian-Palm Flux.
When you use Fossil fuel and create large amounts of carbon dioxide, the oxygen, which acts as a electrical insulator, is forced downward towards the surface of the earth. Above the Tropopause is the Ionosphere, were electrical winds move at thousands of miles per hour. These are called Solar winds. The Haarp project sends large amounts of Microwave energy directly into the "F "region of the ionosphere located 300 miles above the earth. On August 27 and August 28, 2005, a Coronal Hole opened on the sun labeled by Astronomers, "CH184", with a high fluctuation velocity, creating a solar wind with a velocity of 340 to 389 Km/sec which penetrated the protecting Tropapause, and because of the lowered electrical resistance, set a spiraling force of energy loose within the prevailing jet stream of nuclear proportions that created a wind spiral that resulted in a Hurricane, which was named Katrina. The rest is history. What is really sad is that this did not need to happen, but science today, will cross any boundary.

So, why would the secret government do this? To reward the rich, of course! Bush has promised 10 billion dollars to rebuild and make New Orleans "even better than before." That means new resorts and casinos! And a new Superdome! All the corporate interests in that area were insured, while many residents were not. Now the corporations will get money to rebuild and the poor will be pushed out of the city.

It hasn't been widely discussed yet, but another disaster will strike the victims of Hurricane Katrina on October 17, 2005. And Bush can't say that he didn't anticipate it. He orchestrated it.
The president's beloved Bankruptcy Abuse Prevention and Consumer Protection Act goes into effect on that day. Interesting that while the bill was passing though the House Judiciary Committe early this year, Democrats attempted to amend the bill to include measures to protect victims of natural disasters such as hurricanes.
The amendment to the bill, proposed by Rep. Sheila Jackson Lee (D-TX) was voted down without debate. Along party lines.
Seems the Republicans would rather see hurricane victims slam head-first into poverty instead of continuing to be protected by Chapter 7 bankruptcy.

Bush administration budget cuts to the Army Corps of Engineers prevented them from acting upon recommendations to repair the levees, floodgates and pumping stations. And FEMA was folded into the Department of Homeland Security, which some are saying "muddled the chain of command" and caused them to be unprepared because of their focus on "T-error-ism."
At the very least this disaster was a calculated failure.
How convenient that Halliburton will cleaning up on this one.

MILITARY APPLICATIONS OF WEATHER MODIFICATION
In 2025 US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to warfighting applications. Such a capability offers the warfighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather modification system to achieve military objectives rather than to provide a detailed technical road map.
A high risk/high reward endeavor, weather modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns, to complete dominance of global communications and counter-space control, weather modification offers the warfighter a wide range of possible options to defeat or coerce an adversary.
Technology advancements in five major areas are necessary for an integrated weather modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future.
Current technologies which will mature over the next thirty years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather modification ability into a capability. In the US, weather modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. These levels could include: unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition. Assuming that in 2025 our national security strategy includes weather modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather modification is to deter and counter potential adversaries.
In this paper we show that appropriate application of weather modification can provide battlespace dominance to a degree never before imagined. In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness. "The technology is there, waiting for us to pull it all together;" in 2025 we can "Own the Weather."

I saw the storm track on the newscast. I saw the escape of the rich at the airport. I saw the trudge of the middle classes on the highway. I saw the "brave" journalists in the driving rain. I saw the sheet metal flying in the air. I saw those left behind struggling to shelter. I saw the the flood waters and the flooded. I saw the windows break. I saw the police pointing shotguns. I saw Tom Jeff's jewel reduced to Hooverville.
I saw our national CEO playing a guitar while uncounted poor people drowned. I heard of "the secretary of state" being accosted by a patriot for lavish spending while fellow americans cried out for aid. I heard of the absence and silence of the Vice President.
I saw bureaucrats proclaiming their "plans" to aid those who suffered.
The dead ceased their demands. The poor are leaving. The guns are going in. $10.8 billion is approved.
The "final solution" will be low interest loans to rebuild. I predict it will be wealthy developers and not the poor victims who will gain these loans. Our national CEO has stated that it will be a "greater" New Orleans and a better to place to come to. I predict
that means mansions and casinos will replace the single family homes of the displaced poor.
I saw our national CEO "tour" the area. I heard him speak of the Colonial Pipeline. 50 percent of capacity is a good thing for corporate profits, no? And I trust He WILL stop any gouging of pump prices, He did promise it.
This can be seen in simple terms; a natural disaster followed by incompetence or, more diabolically, as a "planned failure".
FEMA publicly stated that the levees of New Orleans could not
withstand a hurricane greater than a category 3 and Katrina was a 5 coming in and 4 at landfall. Funding for those
levees was cut for years.
The number of people living below the poverty level rose in the USA by another million in 2004. A large percentage of citizens of the USA have no medical insurance and must pay inflated prices when they need medical attention. The only affordable
healthcare continues to be annual influenza vaccinations.
Former FEMA officials stated that the question of the estimated
100,000 people who are too poor to evacuate New Orleans was met with silence.
A plan? The plan seems to be proceeding.
The soldiers are afraid of "looters" and will not allow human contact between themselves and the people they are to protect and aid. Supplies, when they are delivered, are delivered in "drive-by" fashion. Trucks throw items at survivors as
they pass at top speed. Helicopters hover and toss. Boats? Not here, pal. If this had been the evacuation of Dunkirk you would be sprechen zie deutsche from the cradle.
When all the water is gone, remember to follow the money trail, see who gained and what they gained. I will fail to be surprised.
